Institute for Social and Socio-Sanitary Care (IASS)

About the Institute

The IASS was conceived as an instrument to respond to the island's demand for social and socio-sanitary services. Its primary aim is to address the needs of social entities and institutions working with disadvantaged people in an ever-changing society.

It is responsible for over 4000 places in the island's network of social centres, homes, supervised flats, residences, hospitals and socio-sanitary centres, as well as over one hundred specific purpose projects.

Functions

The overall aims and functions of the institute are the following:

  • The provision of all specialised social and socio-sanitary services for which the Council of Tenerife is responsible and that require specialised centres or centres equipped to offer temporary or permanent overnight accommodation because of the complex nature of the action or situation of the subject.
  • The direction and management of its own centres as well as all centres assigned to the Council of Tenerife by the Government of the Canary Islands.
  • The provision of all other services and specialised programs that the Council of Tenerife or the Institute see fit and that fall within the responsibilities of the Council

Responsibilities

The main tasks entrusted to the Institute are the following:

  • The creation, direction and management of daytime facilities and residences , at an insular and supra-municipal level, providing care for people with disabilities, abandoned children, the elderly and female victims of gender violence .
  • The provision of specialised social services in the areas of promotion, prevention and intervention aimed at different social groups.

In order to fulfil the aforementioned responsibilities, the institute has created a series of Management Units:

  • Disability Unit (UDI)..- This unit is responsible for the management and supervision of daytime and residential facilities for people with disabilities. Places have been created for the following profiles: mental retardation, mental health and persons requiring constant care.

    This unit is also responsible for implementing prevention and specialised intervention projects for people with disabilities and their families, such as the Family Respite Program and the Insular Prevention Program.

  • Childhood and Family Unit (UIF). Through this unit the IASS fulfils its responsibilities in the areas of child promotion, prevention and protection. The UIF is responsible for the management and supervision of residential centres and programs aimed at young boys and girls who have been temporarily or permanently separated from their families, providing specialised services for the entire family unit.

    The UIF also works together with the island's town halls, providing support and guidance to municipal childcare workers and promoting the standardisation of procedures in this area.

  • Social Intervention Unit (UIS). In addition to providing services for specific groups of people, the IASS has designed projects for citizens as a means of helping promote integration and participation of different groups of people, especially those at risk of social exclusion.

    Through the UIS, the Institute runs prevention and promotional programs and activities, such as the Insular Community Drug Addiction Prevention Program run in cooperation with the island's town halls; the Tenerife Solidarity Program which promotes social volunteering; the provision of aid in cases of extreme hardship for groups at risk of exclusion as well as the Ansina Dynamisation and Social Intervention Program for the elderly.

  • Socio-Sanitary Unit (USS). This unit is responsible for the management of day and residential centres as well as the implementation of prevention and rehabilitation programs to guarantee adequate socio-sanitary care for the elderly and support for families and carers.

    The USS offers the elderly a wide range of facilities, including day centres, on the one hand, and residences, hospitals and socio-sanitary complexes on the other.

    The USS also runs prevention and rehabilitation programs, such as the Psychogeriatric Revitalization Project, as well as other actions aimed at providing support and specialised care for the elderly and their families, through initiatives such as the Rehabilitation in Centres and Family Respite projects.

  • Gender Violence Unit (UVG). Through this unit, the IASS fulfils its responsibilities in the management and supervision of residential centres and the implementation of specialised prevention and intervention programs aimed at guaranteeing comprehensive care for female victims of gender violence and persons under their care

    In addition to providing accommodation services (emergency shelters, refuges and safe flats) for women who decide to leave their home, the UVG also conducts community prevention and protection programs for women, for which it has a number of resources.
